Controlling casting to grow theatre communities

How can a local theatre culture grow when shows and artists are imported?  It’s not a new problem and it’s not new to theatre; restaurants, dry cleaners, hair salons, etc. all struggle with the issue of customers buying locally.  Producers have financial and other pressures that make it “easy” for them to hire outside of their community.  But I’ve said before and will continue to say, that practice is a disservice to our overall community.  I like this new agreement for Australian artists to have bigger consideration in casting.  This will attract growth to their country and communities just like TIFs or other business giveaways do.
